San Antonio Down Payment Assistance 2026 | Grants & Homebuyer Programs
One of the biggest misconceptions about buying a home is that you need tens of thousands of dollars sitting in the bank before you can even consider becoming a homeowner.
For some buyers, saving for a down payment is the single biggest obstacle standing between them and homeownership.
Fortunately, San Antonio homebuyers have several options worth exploring.
The City of San Antonio offers homeownership assistance programs that can provide as much as $30,000 to qualifying buyers when funding is available. Certain eligible city employees may qualify for even more.
There are also statewide programs and additional mortgage-based assistance options that don't depend on the city's annual funding allocations.
As a mortgage broker, I have access to down payment assistance options ranging from 1% to 5% for eligible borrowers, giving buyers alternatives to explore even when local programs aren't accepting applications.
Here's what San Antonio buyers should know in 2026.
City of San Antonio Homeownership Incentive Program (HIP)
The City of San Antonio operates two primary Homeownership Incentive Programs through its Neighborhood and Housing Services Department.
Both programs are designed to help qualifying buyers purchase a primary residence within San Antonio city limits.
The assistance is provided through a zero-interest second mortgage without required monthly payments. However, the amount available, income restrictions, and forgiveness terms differ.
HIP 80: Up to $30,000 in Assistance
HIP 80 is designed for buyers whose household income falls at or below 80% of the area's median income, subject to the city's published limits.
Eligible buyers may receive between $1,000 and $30,000 toward their down payment and certain closing expenses.
The assistance is structured as a 0% interest, forgivable second mortgage.
Assistance between $1,000 and $15,000 is forgiven over five years.
Assistance between $15,001 and $30,000 is forgiven over ten years.
No monthly payments are required on the assistance loan.
The home must be within San Antonio city limits.
For 2026, the published income limit for a four-person household is $80,500.
The city's listed maximum purchase prices are $260,000 for an existing home and $284,000 for new construction.
These restrictions matter because buyers may qualify for a larger mortgage but still be ineligible for HIP assistance due to the home's price or household income.
HIP 120: Up to $15,000 in Assistance
HIP 120 serves households with incomes above the HIP 80 threshold but within the program's higher income limits.
Eligible homebuyers may receive between $1,000 and $15,000.
Like HIP 80, the assistance carries a 0% interest rate and does not require monthly payments.
However, its forgiveness structure is different.
Under the published guidelines, 75% of the assistance is forgiven over ten years. The remaining 25% is a non-forgivable balance.
The city's listed maximum purchase prices are $301,700 for existing homes and $332,800 for new construction.
What Do Buyers Need to Qualify for HIP?
Both programs generally require buyers to:
Qualify for an eligible first mortgage.
Meet the applicable household income limits.
Purchase a home within San Antonio city limits.
Complete an approved eight-hour homebuyer education course.
Make a minimum $500 earnest money deposit.
Satisfy the city's property, occupancy, and program requirements.
Important funding consideration: HIP programs depend on funding availability. Applications may be suspended when annual allocations are exhausted.
Buyers should verify current application status directly with the City of San Antonio before entering a purchase contract that depends on HIP funding.

Additional City Programs: HOPE and First Responders Homebuyer Assistance
The City of San Antonio also offers specialized homeownership programs for eligible municipal employees.
These programs can be particularly valuable for people working in public service.
HOPE: Homeownership Program for Employees
HOPE is designed for eligible full-time civilian employees of the City of San Antonio.
Under the city's published program structure, qualifying employees may receive:
$20,000 toward a home outside the designated Community Revitalization Action Group (CRAG) area but within city limits.
$40,000 toward a home inside the designated CRAG area.
First Responders Homebuyer Assistance Program (FRHAP)
FRHAP serves eligible uniformed San Antonio police officers and firefighters.
The city's published assistance amounts are likewise $20,000 or $40,000, depending on the property's location.
These programs have their own eligibility, occupancy, and funding requirements.
Funding status: The city previously suspended new HOPE and FRHAP applications for fiscal year 2026, with potential renewed funding beginning October 1, 2026, subject to City Council approval. Buyers should confirm whether applications have reopened.
For city employees, these programs are worth investigating before selecting a mortgage strategy.
What Happens When City Down Payment Assistance Funds Run Out?
This is where understanding your mortgage options becomes especially important.
City assistance programs can be valuable, but they're not the only available path to homeownership.
Buyers who don't qualify for HIP, who earn above the city's income limits, or who are purchasing outside city limits may still qualify for other assistance programs.
I have access to mortgage-based down payment assistance options ranging from 1% to 5% for eligible borrowers.
These options are separate from the City of San Antonio's HIP, HOPE, and FRHAP programs.
Depending on the specific loan product, assistance may be available toward eligible down payment or closing costs.
The assistance structure varies. Some programs may offer grants, while others use forgivable or repayable second mortgages.
Qualification requirements, credit score minimums, income restrictions, and loan terms also vary.
The important takeaway is that a city program running out of funding doesn't automatically mean a buyer has run out of options.

Statewide Texas Down Payment Assistance Programs
Texas also offers several established statewide programs that can help qualifying buyers reduce their upfront costs.
TSAHC: Home Sweet Texas and Homes for Texas Heroes
The Texas State Affordable Housing Corporation (TSAHC) provides assistance through two primary programs.
Home Sweet Texas is available to eligible low- and moderate-income homebuyers, including qualifying repeat buyers.
Homes for Texas Heroes serves eligible professionals such as educators, firefighters, police officers, EMS personnel, correctional officers, veterans, and certain other qualifying occupations.
These programs can provide assistance of up to 5% of the mortgage loan amount.
Depending on the selected option, assistance may be provided as a grant or a second mortgage with specific forgiveness or repayment terms.
For example, 5% assistance on a $240,000 mortgage would equal $12,000.

TDHCA: My First Texas Home and My Choice Texas Home
The Texas Department of Housing and Community Affairs (TDHCA) administers additional mortgage and assistance programs.
My First Texas Home targets eligible first-time buyers and qualifying veterans.
My Choice Texas Home can serve both first-time and repeat buyers.
Both programs pair qualifying mortgage financing with down payment assistance, subject to program guidelines.
Homebuyer education, income restrictions, and other eligibility requirements may apply.

Neighborhood Housing Services of San Antonio
Neighborhood Housing Services of San Antonio offers another local assistance opportunity.
Its published program provides up to $12,000 toward eligible down payment and closing expenses for qualifying first-time homebuyers in Bexar County and surrounding eligible areas.
Assistance is structured as a deferred second lien.

How Much Could Down Payment Assistance Actually Save You?
Consider a hypothetical buyer purchasing a $250,000 home with FHA financing.
FHA generally requires a minimum 3.5% down payment for qualifying borrowers.
That means the buyer would need $8,750 for the down payment alone.
Now consider how assistance could change the equation.
Assistance Example | Amount |
|---|---|
1% of a $241,250 base loan | $2,412.50 |
2% of the base loan | $4,825 |
3% of the base loan | $7,237.50 |
4% of the base loan | $9,650 |
5% of the base loan | $12,062.50 |
These are illustrative amounts calculated using the same base loan amount. Actual assistance may be calculated differently depending on the program.
Assistance can help offset upfront expenses, but buyers may still need money for closing costs, prepaid expenses, reserves, or minimum required contributions.
Can You Combine Assistance With Seller-Paid Closing Costs?
Potentially, yes.
This is an important consideration for buyers in San Antonio.
Depending on the loan program and assistance guidelines, buyers may be able to negotiate seller contributions toward eligible closing expenses.
For example, a buyer might receive down payment assistance through an eligible program while negotiating for the seller to cover certain closing costs.
In some transactions, this can substantially reduce the cash required at closing.
However, seller concessions have limits, and assistance funds cannot always be combined or applied to every expense.
Each transaction needs to be evaluated individually.
Is Down Payment Assistance Always the Best Financial Decision?
Not necessarily.
Receiving assistance sounds attractive, but buyers should understand how it affects their overall mortgage.
Some assistance programs may have higher interest rates than comparable loans without assistance.
Others include second liens that must be repaid if the buyer sells or refinances within a certain period.
For example, receiving $10,000 in assistance may be beneficial for a buyer who otherwise couldn't purchase a home. But another buyer with sufficient savings might benefit more from a lower interest rate and reduced long-term borrowing costs.
The decision should involve comparing the interest rate, monthly payment, closing expenses, repayment obligations, and expected length of homeownership.
A larger assistance amount doesn't automatically mean a better mortgage.
You May Be Closer to Homeownership Than You Think
Many prospective buyers spend years assuming they need to save 10% or 20% before purchasing a home.
In reality, qualified buyers may have access to low-down-payment mortgages, statewide assistance programs, city-sponsored incentives, and additional mortgage-based assistance.
The City of San Antonio's HIP programs can be particularly valuable when funding is available, and specialized programs for city employees may offer even greater benefits.
But even when those programs aren't accepting applications, other options may still exist.
I offer access to down payment assistance options ranging from 1% to 5% for eligible borrowers, independent of the city's funding cycle.
Before ruling out homeownership because of your savings account, it may be worth finding out what you actually qualify for.
